Let’s look at another example.  Turn to page 54 in the Kentucky Early Childhood Content and look at the competency related to promoting verbal and listening skills. Notice how the competencies progress from simple to complex. At Level I, staff respond to children and at Levels II-IV staff become increasingly intentional in how they promote language development.  Also notice that there are not related competencies at all levels.  For example there are no Level V competencies for these skills.
