Lesson 4: The Relationship between Accurate Assessments and Funding

Purpose of Lesson 4:

After completing Lesson 4, you will be able to:

  1. state the relationship between 5AAs and federal funding for Kentucky Early Intervention Services (KEIS); and
  2. find Annual State Performance Plan reports on the KEIS website.

This lesson examines the relationship between your assessments, child progress reporting, and funding for KEIS.  Your 5AAs serve many purposes, some of which you may not be aware of. As we’ve discussed, they measure child progress, guide your work with children and families, and inform state and federal funding for KEIS

Lesson 3: The Importance of Accurate Assessments

Purpose of Lesson 3:

After completing Lesson 3, you will be able to:

  1. state your role in measuring child progress as measured by 5AAs;
  2. report accurate 5AAs; and
  3. state the importance of accurate 5AAs for state and federal reporting of child progress.

Lesson 2: Federal Child Outcomes

Purpose of Lesson 2:

After completing Lesson 2, you will be able to:

  1. state the relationship between assessment, child progress, and federal child outcomes;
  2. define the federal Office of Special Education Programs (OSEP) child outcomes; and
  3. identify the role of federal child outcomes in evaluating program funding.

The second term to clarify for this course is federal child outcomes, as this term has many meanings in different contexts. 

Lesson 1: Kentucky Early Childhood Standards (KY Standards)

The goal of this course is to demonstrate the importance of the Kentucky Early Childhood Standards (abbreviated in this course as KY Standards) and the measurement of child progress for your work in early intervention. We will interact through activities, notes you make in your Handout, Think Spots, Knowledge Checks, quizzes, and illustrations with a videotaped child. Purpose of Lesson 1

After completing Lesson 1, you will be able to:

  1. Recognize the KY Standards for children aged birth to three years;
  2. Define the components or parts of each KY Standard; and
  3. Identify the importance of the KY Standards to your work in KEIS.

You may be asking: Where are the KY Standards found? What are the KY Standards? How are they structured? Why do they matter to me? Great questions!

Course Introduction

Welcome to the Importance of KY’s Early Childhood Standards and Kentucky Early Intervention Services (KEIS) Assessment course.

Why this course?

We will review the importance of KY’s Early Childhood Standards (abbreviated from now on as KY Standards) for children in Kentucky Early Intervention Services (KEIS), their relationship to your accurate assessments, and their relationship to KY’s reporting of child progress for state and federal reporting. We’ll examine how your role as a provider is key to each of these steps.

What is the content of this course?

This course includes 4 lessons with individual topics within each lesson:

  • Lesson 1: KY’s Early Childhood Standards
  • Lesson 2: Federal Child Outcomes
  • Lesson 3: The Importance of Accurate Assessments
  • Lesson 4: The Relationship between Accurate Assessments and Funding
  • Final Project: Putting it all Together

This course is designed to take an hour and a half to complete and is fully online. The course includes content, Think Spots for reflection, Knowledge Checks to monitor your understanding, lesson quizzes, and a final knowledge check that must be successfully completed to earn credit for the course. You will take a non-graded pre-assessment to assess your understanding of key content before beginning the course. Quizzes must be passed with 80% mastery and may be repeated as needed.

Is there an overview of the KY Standards that I may view before starting this course?

Due to the recent update of the KY Standards (June 2022), there are no other courses at the present time. At this time, the Governor’s Office of Early Childhood is working on an introductory course on the standards. What is unique about this course?

You will learn about the role of KY’s Early Childhood Standards for children aged birth to three years, in relation to your assessments, measurement of child progress, and federal funding for Kentucky Early Intervention Services (KEIS).

We’ve both been to trainings like this and during our journeys as trainers, have seen some of these same looks on our participants faces! Have this part as audio with our avatars.

In this short training, you will learn what engagement is and why it is important in adult learning, along with some low-prep and high-prep engagement strategies. The training is broken down into several short microlearning modules. As you are progressing, you will have some choices about how you want to learn and what strategies you would like to try. Our hope is that you will leave energized with some new ideas that you can customize to meet your needs.

Training Outcome:

  • Describe the importance of engagement in all parts of your training plan in supporting learning.
  • Explain at least two strategies for using games to support engagement and learning in a face-to-face training.
  • Explain at least two strategies for using vignettes to support engagement and learning in a face-to-face training.

Workplace Outcome: Participants will plan engagement activities during training to support new skills and transfer of learning and will incorporate at least one new engagement activity into a future training.

Pulling Reports

There are numerous reports that can be pulled from KYGFIS. Reports can be pulled based on your specific caseload, for regional needs, or for statewide needs. Which report you need to pull will vary based on your user role and your need. Your supervisor will review with you in more detail what reports to pull and when.

Messages

Messages are a function to send messages internally between DAIL staff. Utilizing your Messages Guide, let’s practice in the Sandbox.

Let’s Give it a Try!

1.) Open and log into the Sandbox using the button below. Check the URL to ensure that you are accessing the Sandbox.

NOTE: It is very important to ensure that you are using the sandbox and not the live KYGFIS system.

2.) On the left hand side, above the navigation pane there will be an envelope. If the envelope is white and displays a number, this will indicate that there are unread messages.

4.) Click on the icon to display unread messages.

5.) Messages can be searched and filtered as needed.

6.) Some messages, when opened, will take the user directly to another page.

7.) Messages can be marked as “read” by clicking the check box next to the message and then the button “Mark as Read”. Or you can select all messages by clicking “Mark All as Read”. This will move the messages from the unread to read table.

8.) Messages are automatically created when specific events happen in the system. These can include:

  • Tasks
  • New Individual Under Guardianship Alert
  • Incident Entered
  • Resigned/Expired Notification

Transactions are accounting functions that occur on behalf of an individual under guardianship. Information about an individuals income and expenses are also shown on the Transactions screen.

Inserting a New Individual

New individuals under guardianship and changes to current individuals will need to be completed in KYGFIS periodically. This section will review 6 steps to inserting and updating information.

Before inserting any new individual into the system make sure to do a search each time to ensure that there is no accidental duplication.

Events

Events are any case notes or significant incidents associated with an individual under guardianship and can include visits, phone calls, or inventories. Files can also be attached to any event.

Once an event is saved, it can be modified by the user for 24 hours

4.) Click the “Insert button”.

5.) Complete the fields with all information known about the contact that you are entering.

6.) Click “Save”.

7.) Repeat the steps to insert multiple contacts
